1. All players and officials standing on the bench MUST have their cards on hand.
2. There can be a maximum of 18 players and 3 officials on the bench.  Total: 21.
3. Either official can ask for players/officials card at the half time.  Any player/official without the valid card will be asked to leave the bench.
4. Any player(s) who received a red card MUST leave the field of play immediately and go over to the other side (opposite side of their bench).
5. Player(s) who is under suspension cannot be on the bench.  He cannot enter the field of play at any time (including half time).  He CANNOT take part in any activity conducted by the Goan Soccer League either as a player or as an official.
6. Anyone swearing, showing disrespect or threatening the officials of the Goan Soccer League (based on league matters) or any players/Managers/Trainers, of respective teams will be disciplined.
7. Only Registered Managers of the respective teams can approach the League officials for any clarification.  The League officials may or may not have the answers right away.  Depending on the circumstances an immediate decision will not be taken but a meeting will be held as soon as possible to settle the issue.  Players are not permitted to approach any League officials on any matters.
8. The league will deal seriously with players who are habitual offenders, engaged in rough play, year after year.  These players will be pre-warned and tougher disciplinary measures will be taken where appropriate.
9. Any incident(s) on the field are strictly under the referee’s supervision.  If there is anything that is beyond the scope of the game, the Captain/Manager/Coach of the team is advised to inform the referee immediately and or put it in writing to the league within time limits.
10. We will initiate action if necessary, based only on referee’s report which will be considered as FINAL in all cases.  The Disciplinary Committee will also make their decision(s) based on the Referee’s Report only.  There will be no exceptions.
11. Only the two teams that are currently playing will occupy the bench.
12. The teams that are playing the following (next) game will not occupy the bench until the final whistle is blown.
13. All e-mails must be addressed to the GSL and have to be sent to the following e-mail address:     No email will be answered if sent to any other address.
14. Any e-mail addressed directly to the members of the Executive Committee of the GSL will be considered illegal and the official/team concerned will be fined.
15. Once the decision is arrived by the Disciplinary Committee, no officials of the team will approach any of the Executive Committee members of the GSL.  If you need any clarification you are required to address your e-mail to the above e-mail address.
16. Before the start of the Season teams are required to register with the league the names of two officials who will attend the meetings.
17. In the absence of one official the other official is required to share the information at the meetings to the whole team.
18. No back dated information will be provided.
19. Information will be provided only to the official(s) who attend the meeting.

 

NOTE:  Any infringement of the above rules will be subject to a penalty of $25.00 for each offence/disciplinary action.  A serious offence may result in a player/officials/trainers being suspended for an extended period of time.
